Acquiring a Certificate on the Public Services Number (PSN)

The Public Services Number (PSN) is a unique 10-digit numerical identifier assigned to citizens of the Republic of Armenia, foreign nationals with residence rights in Armenia, stateless persons permanently residing in Armenia, refugees, and foreigners legally present in the country.

The certificate confirming the Public Services Number is issued by all subdivisions of the Migration and Citizenship Service of the Ministry of Internal Affairs (MIA), including the main office.

The PSN certificate can be obtained either in person or through an authorized representative by applying to the preferred subdivision of the MIA Migration and Citizenship Service, or online in case of strong authentication.

To apply online, it is required:

  • have an YesEm authentication,
  • After authentication, fill in the personal data in the “Applicant’s Page”,
  • Indicate whether the application is being submitted for yourself or for a child,
  • Click the “Submit Application” button.

Service Fee

The PSN certificate is provided free of charge.

Processing time

The certificate is issued immediately. In case of online application, it is sent instantly to the provided email address and becomes available in the “Applications” section of the personal account after refreshing the page.

 Documents required to acquire Public Services Number (PSN)

 If applying in person at a subdivision of the Migration and Citizenship Service of the Ministry of Internal Affairs, the following documents shall be submitted to receive a PSN certificate:

  • For citizens of the Republic of Armenia: the RA passport and the carbon copy thereof;
  • For a child under 16: birth certificate (if no RA passport is available) and the carbon copy thereof;
  • For a foreign citizen with a residence status in RA: the document certifying legal residence status in RA and the carbon copy thereof;
  • For a foreign citizen legally residing in RA: the passport and the notarized translation thereof;
  • For a stateless person permanently residing in RA: the residence certificate issued by the competent authority of RA and the carbon copy thereof;
  • For a person with refugee status: the convention travel document and the carbon copy thereof;

 In cases where clarification of RA citizenship status is required, foreign applicants born after November 28, 1981, shall also submit their parents’ identity documents, parents’ marriage certificate (or, if unavailable, a paternity recognition certificate, a certificate confirming single motherhood, or a death certificate).
