• Division for Granting and Termination of Citizenship

Acceptance and processing of applications for Armenian citizenship from foreign nationals; granting Armenian citizenship upon the decree of the President of Armenia; termination of Armenian citizenship of the of citizens Armenian.

• Division for Determination and Readmission of Citizenship

Provision of information regarding Armenian citizenship; organization of readmission procedures for Armenian citizens residing illegally outside the Republic of Armenia (EU, Russian Federation).

• Division for Recognition of Citizenship and Stateless Persons

Organization of procedures to recognize as Armenian citizens former Armenian SSR citizens permanently residing in Armenia, as well as permanent residents originally from other Soviet republics; determination of stateless status (SP).

•  Documentation Division

Issuance of a passport and an identification card for the first time to persons who have acquired Armenian citizenship upon the decree of the President of the Republic of Armenia; registration in the State Population Register at the address of residence in a foreign country, during documentation with an Armenian passport of a person who has acquired Armenian citizenship, does not have a permanent place of residence in the Republic of Armenia, and resides permanently or predominantly in a foreign country; documentation of stateless persons permanently residing in Armenia.

•   Division for Coordination of Passport Operations

Coordination of the activities of territorial passport services; submission of reports on the operations thereof; organization of passport issuance/exchange for Armenian citizens who are under international search by a foreign state; clarification of citizen applications; review of inquiries received from other governmental agencies.

•  Data Management Division

Performance of functions related to the operation of digital platforms managed by the Service.

• Division for Managing the State Population Registry

Development and maintenance of personal data in the State Population Registry, as well as in the electoral register; formation of a public service number and using it to register an individual's identity in the State Population Registry; registration and removal from registration of individuals by place of residence; printing of documents issued as a result of entering citizens' personal data and providing them with identity verification.

• Organizational-Analytical Division

Provision of legal clarifications related to the activities of the Service within the scope of submitted inquiries and applications; review of citizen complaints concerning the work of the Service's subdivisions; submission of proposals for legislative solutions to issues arising during the operations of the Service; analysis and review of compliance with legal requirements and uniform application of laws in the actions of the Service.

•  Division for Program Implementation and Statistics

Development of statistical reports related to the activities of the Service.

• Division for Citizen Consultation and Call Service

Provision of consultation regarding services offered via the 84-22 hotline; follow-up analysis of complaints submitted in the areas of service flow and communication.

• Division for Asylum Provision

Reception of applications from foreign nationals and stateless persons for asylum in the Republic of Armenia; provision of consultation to asylum seekers regarding asylum procedures; drafting, adoption, and proper referral of decisions on granting or rejecting asylum applications of foreign nationals and stateless persons in Armenia; implementation of other functions arising from legal acts regulating asylum procedures.

•  Division for Information on the Country of Origin 

Collection and processing of information on the countries of origin of asylum-seeking foreign nationals or, in the case of stateless persons, their countries of habitual residence; analysis of information regarding the applicant’s country of origin (or habitual residence); implementation of other functions arising from legal acts regulating asylum procedures.

• Division for Residence Status
  Conducting proceedings for granting/extending residence status to foreigners and adopting respective decisions; exchange of documents certifying residence status; processing applications received through the unified electronic platform for engaging foreign workers and adopting relevant decisions.
•  Division for Determination of Lawfulness of Stay and Return of Foreigners
  Conducting proceedings and adopting decisions on administrative offenses committed by foreigners residing illegally in the Republic of Armenia.
•  Visa Division
  Issuance and extension of entry visas to the Republic of Armenia; processing of invitations for acquiring Armenian entry visas by foreigners.
