The Public Services Number (PSN) is a unique 10-digit numerical identifier assigned to citizens of the Republic of Armenia, foreign nationals with residence rights in Armenia, stateless persons permanently residing in Armenia, refugees, and foreigners legally present in the country.

The certificate confirming the Public Services Number is issued by all subdivisions of the Migration and Citizenship Service of the Ministry of Internal Affairs (MIA), including the main office.

The PSN certificate can be obtained either in person or through an authorized representative by applying to the preferred subdivision of the MIA Migration and Citizenship Service, or online in case of strong authentication.

The certificate on refusal to acquire a Public Service Number (PSN) is issued to a citizen of the Republic of Armenia who has refused to acquire a public service number (social security card) and has not received an identification card, or has received an identification card without assignment of a PSN, or who has refused the social security card or the PSN assigned through a certificate, as well as to a foreign citizen, a stateless person permanently residing in the Republic of Armenia, or a refugee, who has refused to acquire a public service number (social security card) or the PSN assigned through a certificate.

Citizens of the Republic of Armenia may acquire a certificate regarding their passport either by visiting passport services in person or through an online procedure.

Citizens of the Republic of Armenia who have reached the age of 16 may apply for a certificate concerning their passport.

The registered (recorded) address is reflected in the State Population Register of the Republic of Armenia, which is an information system of individual registration data.

A statement of registered address can be obtained either online or by personally visiting a subdivision of the Migration and Citizenship Service of the Ministry of Internal Affairs.
