If the child is registered in the State Population Register, he or she may acquire a first-time passport by visiting any subdivision of the Migration and Citizenship Service of the Ministry of Internal Affairs. If the child is not registered, it is necessary to first register the child at the address of one of the parents and then apply for a passport.
Acquiring a Passport for a Child Under the Age of 16
Citizens of the Republic of Armenia may acquire an RA passport voluntarily, regardless of age. The passport is a document certifying the person’s identity and citizenship, intended for use both within the territory of Armenia and for travel abroad and return to Armenia.
A passport for a child under 16 is issued based on an application submitted by one of the parents or another legal representative (adoptive parent, guardian, custodian, or an authorized person, in the latter case by submitting a notarized power of attorney).
The application shall clearly state the request for issuing a passport to the child and include the child’s personal information (first name, last name, day, month, and year of birth).
To acquire or exchange a passport in Armenia, the applicant shall visit the preferred subdivision of the Migration and Citizenship Service of the Ministry of Internal Affairs (MCS) in person, either by booking an appointment in advance or by joining a live queue and receiving a ticket.
In some provinces, the appointment system has not yet been introduced but is in the process of implementation, so in such cases, the applicant shall come without a prior appointment.
When booking an appointment, it is necessary to enter the details of the person who will come in person. An individual appointment shall be made for each visitor, regardless of age.
To Book an Appointment Online:
- after authentication, fill in the required information (the first and last names shall be entered in Armenian script exactly as written in the passport), then click the “Next Page” button
- on the next page, enter your email address and phone number, then the code sent to your email
- in the “Book an Appointment” field of the next page, select any subdivision of the Migration and Citizenship Service of the Ministry of Internal Affairs (you shall enter the details of the person for whom the application is being submitted)
- in the “Select Date and Time” window, choose the most convenient available option
Required Documents
The parent or legal representative of the child (adoptive parent, guardian, custodian, or authorized person) shall present the following:
- child’s birth certificate; parents’ marriage certificate (or, where applicable: death certificate, paternity recognition certificate, certificate of single motherhood, or a final court decision on declaring the parent as missing or deceased); identity documents of the parents
- if the application is submitted by a legal representative – a document confirming legal representation
- if one parent is a citizen of another country and the child is applying for a passport for the first time – written consent from the applicant and both parents regarding the issuance of the passport, as required by the RA Law “On Citizenship of the Republic of Armenia.” If a parent cannot provide consent in person, the authenticity of his or her signature on the consent shall be notarized
- two photos (colored) measuring 35 mm x 45 mm;
- if any of the required documents are in a foreign language – notarized Armenian translations shall be submitted.
Service Fee and Payment Procedure
To receive a passport, a fee of 1,000 AMD shall be paid. Payment can be made through payment terminals installed at territorial subdivisions, via POS terminals, or online by presenting the payment receipt.
Processing Time and Procedure
The RA passport is issued on the 5th working day following the submission of the application. To receive the printed document, the applicant shall visit the same MCS subdivision where the application was submitted.
In case of a lost passport, a new one is issued on the 10th working day following the application.
For expedited passport issuance, the following fees apply:
- 1,000 + 10,000 AMD – to receive the passport on the 3rd working day after submission
- 1,000 + 20,000 AMD – to receive the passport on the next working day
For expedited issuance in case of a lost passport, the following fees apply:
- 1,000 + 40,000 AMD – to receive the passport on the 5th working day
- 1,000 + 50,000 AMD – to receive the passport on the 3rd working day
- 1,000 + 60,000 AMD – to receive the passport within 1 working day
Payment may be made at MCS subdivisions via payment or POS terminals, or in advance by transferring the amount to bank account 900005162152, and presenting the payment receipt.
If paid in advance, the payment receipt shall be submitted in printed form, as it will be attached to the applicant’s file.
