Acquiring an Identification Card

After turning 16, RA citizens may voluntarily acquire an identification card, which serves as a document confirming their identity and citizenship and is intended for use within the territory of the Republic of Armenia. The identification card is issued with a validity period of 10 years.

To acquire an identification card, the applicant shall personally come to the preferred subdivision of the Ministry of Internal Affairs’ Passport and Visa Department. Service is provided through a hybrid model—either by online appointment or walk-in (“live queue”).

When booking an appointment, it is necessary to provide the details of the person who will come in person. Each visitor, regardless of age, shall book an individual appointment.

To book an appointment online:

  • On the displayed page, enter your email address and phone number, then input the code sent to your email;
  • in the "Book an appointment" field on the following page, select your preferred subdivision or department;
  • provide the details of the person for whom the application is being submitted;
  • in the "Select Date and Time" window, choose the most convenient option from the available dates and times.

Requirements 

To acquire an identification card, it is necessary to:

  • be registered in the State Population Register (SPR)։
  • submit the documents required by law.

Required documents 

To acquire an identification card, the following documents shall be submitted:

  1. an application form;
  2. passport or birth certificate;

 2.1. if the applicant is under 18 and does not hold a passport of a citizen of the Republic of Armenia – written consent from the parents and the child, as required by the Law of the Republic of Armenia "On Citizenship of the Republic of Armenia." If a parent cannot come in person, their signature on the consent form shall be notarized;

     3. other identity documents defined by a decision of the Government of the Republic of Armenia, in case submission of the documents mentioned in point 2 is impossible;

  4. for citizens of pre-conscription age – a pre-conscription military registration booklet; for conscription-age citizens who have received a lawful deferment from mandatory military service – a military registration booklet; for those conscripted or registered in the reserve – a military booklet or a certificate confirming registration with the military;

    5. relevant medical document, if the citizen (or the representative, in cases provided by law) wishes to have blood group and Rh factor data included in the identification card for the first time,

  1. document attesting the payment of relevant state duty.

Service Fee and Payment Procedure

To acquire an identification card, a fee of 3,000 AMD shall be paid. Payment can be made via the payment or POS terminals available at the respective departments or in advance, by presenting a payment receipt.

If payment is made in advance, the payment receipt or a printed screenshot of the bank transfer shall be submitted in hard copy, as it will be attached to the applicant’s documents (electronic submissions of payment receipts are not accepted).

Processing Time and procedure

The identification card is issued on the 15th working day following the submission of the application.

It is also possible to receive the identification card within a shorter period. The relevant fees and timeframes are as follows:

  • 3,000 + 20,000 AMD – if the card is to be received 1 working day after submission,
  • 3,000 + 10,000 AMD – if the card is to be received on the 3rd working day after submission,
  • 3,000 + 5,000 AMD – if the card is to be received on the 5th working day after submission.

In these cases, payment shall be made exclusively via the payment terminal located at the passport department.

To receive the identification card, the applicant shall visit the same subdivision of the Migration and Citizenship Service of the Ministry of Internal Affairs where the application was submitted.
