Acquiring RA Citizenship if the Applicant is a Person Forcibly Displaced from Nagorno-Karabakh

Persons forcibly displaced from Nagorno-Karabakh are granted RA citizenship through a simplified procedure and without the need for online appointment booking.

To apply for RA citizenship on this basis, the applicant shall personally visit:

  • In Yerevan: 17/10, 4th District, Davtashen (Citizenship Granting Division)
  • In the provinces: any territorial subdivision of the Migration and Citizenship Service (MCS)
Note

In the case of a minor, the application for acquiring RA citizenship shall be submitted by the parent at any MCS territorial subdivision, including those in Yerevan.

The Citizenship Granting Division does not handle RA citizenship applications for minors under the age of 18.

Requirements


To acquire RA citizenship, the person shall:

  •  hold temporary protection status granted by the Republic of Armenia.

Required Documents

To apply for RA citizenship, the following documents shall be submitted:

  • application form;
  • valid passport with the code “070” and the temporary protection certificate
  • six photos (colored) measuring 35 mm x 45 mm;
  • birth certificate and the carbon copy thereof;
  • marriage (or divorce) certificate and the carbon copy thereof and a copy of the passport of the spouse (if the applicant has changed his or her surname due to marriage);
  • a document regarding the change of personal data (if the person has made such a change);
  • document attesting the payment of relevant state duty.

Documents drawn up in a foreign language shall be submitted with a notarized translation into Armenian language.

Applicants who are not of Armenian origin shall take a test on the Constitution of the Republic of Armenia at the time of submitting their application for RA citizenship (as approved by RA Government Decision No. 1040-N of 30.08.2007).

Applicants born after November 28, 1981, shall also submit their parents’ identity documents and their parents’ marriage certificate (in its absence – a certificate of paternity recognition, a certificate confirming single motherhood, or a death certificate).

Service Fee and Payment Procedure

When applying for RA citizenship, a fee of AMD 1,000 shall be paid.

Payment can be made on site via payment terminal, online, or at any bank in Armenia by transferring the amount to account number 900005160529.

Note

Amendments were made to the RA Law “On State Duty” on 22.01.2025, according to which, as of 1 September 2025, persons forcibly displaced from Nagorno-Karabakh who have been granted temporary protection are exempt from paying the state duty.

Processing Time and Procedure

The RA Law “On Citizenship” stipulates a 90-working-day period for reviewing applications for citizenship; however, applications from persons who have been granted temporary protection after being forcibly displaced from Nagorno-Karabakh are reviewed as promptly as possible. After submitting the application for RA citizenship, the applicant receives a personal tracking code via SMS (linked to the application number) or by email, which allows him or her to monitor the status of the application.

If the application for RA citizenship is approved, the applicant is notified via SMS or by email.

If the application is approved and the person is present in the Republic of Armenia, he or she may apply to the Migration and Citizenship Service of the Ministry of Internal Affairs to receive an RA citizen passport. An appointment shall be booked in advance through the migration-e.gov.am platform or the EarlyOne mobile application by selecting the service “First-time passporting of a person who has received RA citizenship”.

Note

In the case of persons forcibly displaced from Nagorno-Karabakh, once the notification is received, the passport with the “070” code and the temporary protection certificate are deemed invalid. The person shall then apply for a passport of a citizen of the Republic of Armenia.
