Applying to Determine the Status of a Person in the Absence of an Identity Document

To determine citizenship status of a person, it is necessary to apply in person to the headquarters of the Migration and Citizenship Service, located at 17/10, 4th District, Davtashen.

This service is available only in person.

The following individuals may apply for this service:

  • former citizens of the Armenian SSR who reside permanently in Armenia or outside Armenia and have not acquired the citizenship of another state;
  • former citizens of other Soviet republics who have not acquired the citizenship of another state;
  • stateless persons of Armenian origin permanently residing in Armenia;
  • persons permanently residing in Armenia who have neither citizenship nor an identity document of any country;
  • persons permanently residing in Armenia who have been deprived of the citizenship of another state;
  • persons recognized as refugees in Armenia who do not hold the citizenship of any country.

Required documents

In case of being in Armenia, it is necessary to visit the Migration and Citizenship Service of the Ministry of Internal Affairs and present all available documents related to citizenship.

Depending on the case, additional documents may be required, which will be communicated by a Service employee.

Service fee and Payment procedure

Determination of citizenship status is carried out free of charge.

Processing Time

Depending on the case, the application review may take several months.

An identity document will be issued by the Migration and Citizenship Service of the Ministry of Internal Affairs after an appropriate decision (conclusion) is made regarding the person’s status. If, based on the results of the review, the person is found to be a citizen of another country, the procedure for acquiring Armenian citizenship will be explained to them.
