Exchanging the Identification Card

An identification card shall be exchanged in the following cases:

  • its validity period has expired,
  • the citizen has changed personal data recorded in the State Population Register that are included in the identification card (except for the permanent place of residence address),
  • the identification card contains incorrect data,
  • the identification card has been lost,
  • the citizen has expressed a wish to exchange it.

   To exchange an identification card, it is necessary to come in person at the preferred subdivision of the Migration and Citizenship Service of the Ministry of Internal Affairs.

When booking an appointment, it is necessary to provide the details of the person who will come in person. Each visitor, regardless of age, shall book an individual appointment.

 To book an appointment online:

  • On the displayed page, enter your email address and phone number, then input the code sent to your email;
  • in the "Book an appointment" field on the following page, select your preferred subdivision or department;
  • provide the details of the person for whom the application is being submitted;
  • in the "Select Date and Time" window, choose the most convenient option from the available dates and times.

Requirements 

To acquire an identification card, it is necessary to:

  • to be registered in the State Population Register (SPR)։ 

Required documents 

To acquire an identification card, the following documents shall be submitted:

  1. an application form;
  2. the identification card subject to exchange,
  3. a relevant medical document, if the citizen or, in cases provided for by this law, the representative wishes to have the blood type and Rh factor data included in the identification card for the first time,

3.1. In the cases provided for in points 1 and 3 of part 1 of Article 5 of this Law, a document issued 

  1.   document attesting the payment of relevant state duty.

 Service Fee and Payment Procedure

To acquire an identification card, a fee of 3,000 AMD shall be paid. Payment can be made via the payment or POS terminals available at the respective departments or in advance, by presenting a payment receipt.

You may also pay for the identification card by transferring the amount to the following bank account: 900005162178. (If you are unable to complete the transfer to this account through your banking app, please select the “Transfer to State Budget” option.)

If payment is made in advance, the payment receipt or a printed screenshot of the bank transfer shall be submitted in hard copy, as it will be attached to the applicant’s documents (electronic submissions of payment receipts are not accepted).

Processing Time

In case of the exchange the identification card is issued on the 15th working day following the submission of the application.

It is also possible to receive the identification card within a shorter period. The relevant fees and timeframes are as follows:

●       3,000 + 20,000 AMD – if the card is to be received 1 working day after submission,

●       3,000 + 10,000 AMD – if the card is to be received on the 3rd working day after submission,

●       3,000 + 5,000 AMD – if the card is to be received on the 5th working day after submission.

In the event of loss, in order to receive the identification card within a shorter timeframe, the following fees apply:

  • 3,000 + 40,000 AMD – to receive the identification card one business day after submitting the application,
  • 3,000 + 20,000 AMD – to receive the identification card on the 3rd business day after submitting the application,
  • 3,000 + 10,000 AMD – to receive the identification card on the 5th business day after submitting the application.

In such cases, payment can only be made through the payment terminal at passport service offices.

To receive the identification card, the applicant shall visit the MIA Migration and Citizenship Service (MCS) subdivision where they submitted the application.
