The certificate on refusal to acquire a Public Service Number (PSN) is issued to a citizen of the Republic of Armenia who has refused to acquire a public service number (social security card) and has not received an identification card, or has received an identification card without assignment of a PSN, or who has refused the social security card or the PSN assigned through a certificate, as well as to a foreign citizen, a stateless person permanently residing in the Republic of Armenia, or a refugee, who has refused to acquire a public service number (social security card) or the PSN assigned through a certificate.
The certificate of refusal to acquire a PSN is issued by all subdivisions of the RA Ministry of Internal Affairs Migration and Citizenship Service, including the main office, based on the application of the citizen.
To use the service, an YesEm authentication is required.

To acquire a certificate of refusal to receive a Public Services Number (PSN), it is necessary to present:
a valid identity document; for citizens under 16 years old without a passport – the birth certificate and its copy.
Service fee
The certificate of refusal to receive a PSN is issued free of charge.
It is also possible to apply through an authorized representative. The power of attorney does not require notarization.
Processing time
The certificate is issued immediately. If applying online, it is sent to the specified email address instantly and becomes available in the “Applications” section of the personal page after refreshing it.
