Registering at the Place of Residence

When registering at the place of residence, the person’s data on the place of residence is recorded in the State Population Register, which enables the person to participate in elections, move freely or change their place of residence, and access public and private services.

To register, it is necessary to come to the relevant territorial subdivision of the Migration and Citizenship Service according to the place of residence—either by booking an appointment in advance via migration-e.gov.am or on-site in a “live queue” format.

When booking an appointment, it is necessary to indicate the applicant’s data. Each visitor, regardless of age, shall register individually.

To book an appointment online:

  • go to the platform migration.e-gov.am, select the “Registration/ removal from registration” section and book a visit,
  • after identification, fill in the required information in the “Applicant’s Page” (the name and surname shall be entered in Armenian script as written in the passport) and click the “Next Page” button,
  • in the “Place of Visit” field on the next page, select the passport service corresponding to the place of registration,
  • choose the most convenient option from the available dates and time slots.

Your booking is considered confirmed only if you receive a confirmation message to your email address.

Required documents

Depending on the basis on which a person is applying for registration at a place of residence, the list of required documents may vary.

If the registration is based on ownership rights, the following documents shall be submitted:

For citizens of the Republic of Armenia:

  • passport,
  • certificate of ownership of the apartment/house,
  • consent form from the owner (co-owners),
  • identity document of the owner (co-owners),
  • document attesting the payment of relevant state duty.

For foreign nationals:

  • document confirming the legal right of residence in the Republic of Armenia; in the case of Russian citizens – a passport along with its notarized and certified translation;
  •  certificate of ownership of the apartment/house;
  •  consent form from the owner (co-owners);
  • identity document of the owner (co-owners);
  • document attesting the payment of relevant state duty.

It should be noted that when submitting a registration application—whether by a citizen of the Republic of Armenia or by a foreign national—if the owner (or co-owners) cannot be physically present, the consent shall be notarized.

The owner provides the consent either in person or in a notarized form. The consent shall include the personal details (first name, last name, patronymic, and date of birth—day, month, year) of the individuals whom the owner wishes to register at the address of their residential property.

If the residential property has multiple owners, the registration of the person requires the consent of all owners.

 When registering at a place of residence based on a lease agreement, the following documents shall be submitted:

  • passport (for foreign nationals – a document confirming the legal right of residence in the Republic of Armenia; for citizens of the Russian Federation – passport and its notarized Armenian translation);
  • document confirming registration of the right of use in the RA Cadaster Committee;
  • document attesting the payment of relevant state duty.

 When registering based on actual residence:

  • citizens of Armenia shall submit a valid RA passport (and an identification card, if available),
  • citizens of the Russian Federation shall submit a Russian passport and its notarized Armenian translation,
  • foreign nationals shall submit a document confirming their legal residence in the Republic of Armenia,
  • document attesting the payment of relevant state duty.


The fact of residence at the address specified in the application is verified by the police no later than within five working days after receiving the application. After verifying the person's residence at the specified address, on the same working day but no later than 10:00 a.m. of the next working day, the police send to the Migration and Citizenship Service subdivision either confirmation or denial of the actual residence fact (in the form of a certificate or official letter).

The registration is carried out within three working days after the Migration and Citizenship Service subdivision receives information (a certificate or official letter) confirming the fact of actual residence. If the information received (certificate or letter) denies the fact of actual residence, the subdivision of the Migration and Citizenship Service issues a written rejection to the applicant within three working days.

In cases where it is known in advance that the owner of the residential property objects to the applicant being registered at their residential address, or the applicant resides (is located) in a place that is not considered a residential property, a record of the actual place of residence (location) is made in the Register.

A person aged 16 to 18 may submit the application personally or through an authorized representative and may be registered at the address of registration of one of their parents.

Required documents: 

  • identification document (the applicant’s passport or birth certificate);
  • identification document of the parent(s);
  • document attesting the payment of relevant state duty.

When registering a person under the age of 16

In case of registering a person under the age of 16, one of the parents (a legal representative or an authorized person) shall submit an application to the MCTS division corresponding to the registration address of either parent.

Required documents:

  • passports of the parents;
  • birth certificate of the child and, if available, the child’s passport;
  • identity document of the legal representative or authorized person, if the application is submitted by one.

Service Fee and Payment Procedure

To register at a place of residence, a fee of AMD 1,000 shall be paid. Payment can be made on-site via a payment terminal or POS terminal, or online.

In the case of registering a citizen of the Republic of Armenia under the age of 16, no state fee is charged. However, for foreign nationals, it is necessary to present a document confirming payment of the state fee.


The registration of male citizens of the Republic of Armenia who are subject to conscription and are over the age of 16 is carried out at the military commissariat of the relevant address, after completing military registration.

Note

If the individual's data is missing from the State Population Register of the Republic of Armenia—applicants born after November 28, 1981, shall also submit identity documents of their parents, marriage certificate of their parents (or, in the absence thereof, a certificate of paternity recognition, a certificate confirming single motherhood, or a death certificate) when registering.
