Restoring or Replacing a Permanent Residence Card

If a person has lost his or her permanent residence card, he or she may have it restored. If the card is no longer usable or the person has changed their passport, they may replace the residence card.

To restore or replace the residence card, it is necessary to apply in person or through an authorized representative to the Migration and Citizenship Service unit located at 14 Tairov Street.

Required documents

To restore or replace a permanent residence card, the following documents shall be submitted to the Department for Services to Foreigners of the Migration and Citizenship Service of the Ministry of Internal Affairs:

  • an application addressed to the Head of the Migration and Citizenship Service,
  • one photo (colored) measuring 35 mm x 45 mm;
  • if eligible for exemption from the state duty – a document confirming the right to the exemption,
  • if not exempted – the receipt of payment of the state duty,
  • in case of passport replacement – a notarized Armenian translation of the new passport.

Service fee and Payment procedure

To reissue a permanent residence card, a payment of AMD 12,000 is required. The payment can be made on-site via POS terminal, online, or at any bank by transferring the amount to the treasury account number 900005162111100.

The permanent residence card is reissued free of charge in the following cases:

  • minors (persons under 18 years of age)
  • close relatives of a citizen of the Republic of Armenia (spouse, child, father, mother, sister, brother)
  • foreign students, teaching staff, and lecturers studying or working at educational institutions in Armenia
  • persons arriving in Armenia to provide humanitarian or technical assistance
  • foreign specialists and their family members invited to work by the President, the National Assembly, or the Government of Armenia
  • persons entering Armenia with diplomatic passports, as well as staff of foreign diplomatic missions and consular institutions in Armenia and their family members
  • officials and members of delegations visiting Armenia upon invitation of the President, Speaker of the National Assembly, President of the Constitutional Court, Prime Minister, Minister of Foreign Affairs, or the Human Rights Defender of Armenia
  • foreign citizens of Armenian descent residing permanently in a foreign country where a state of emergency endangering life or health has been declared
  • close relatives of a person who has been granted refugee status and is arriving in Armenia

Processing time and procedure

The new permanent residence card is issued within 5 to 10 days. To collect it, one shall visit the Unified Office for Public Services located at 3 Vazgen Sargsyan Street (Monday to Friday, 09:00–18:00, lunch break: 14:00–15:00).
